You were previously sent a ballot from our property management company, APM, regarding the Board’s decision to replace our present mailboxes with mail pedestals. Very few homeowners have returned the ballots to APM. It is essential that every homeowner votes YES for the new mail pedestals in order for the Board’s plan to proceed.
The mail boxes we have now are more than 40 years old, and they are falling apart. They are also not secure and can be broken into easily. The U.S. Postal Service hates our mail cages and our mail boxes which frequently need repair. It is only a matter of time before the Post Office will refuse to deliver mail to our property, and homeowners will have to get their mail at the Post Office.
The mail pedestals that the Board wants to install are state-of-the-art and are used everywhere around Phoenix. They are safe and secure. The Post Office hates our mail cages, and has lost the master key on several occasions, which delayed delivery of our mail. The new pedestals will not require mail cages, however, we will keep part of each cage to allow a covering over the mail pedestals during the rain.
These new mail pedestals will NOT cost the homeowners an extra penny and will NOT raise your monthly dues. The mail pedestals will be paid out of the funds the Board receives from payment of your monthly water bill.
Attached is a photo of the mail pedestals which the Board has voted to place on our property. You can see these types of mail boxes all over Phoenix. You will still get your mail in the same location as you do now.
I cannot stress enough the importance of EVERY homeowner voting YES on the ballot. If you have lost your ballot, please, please call APM and request another one, or use the copy I have attached to this notice. The sooner we get the Board’s initiative approved by the homeowners, the sooner we can get the mail pedestals installed. The longer we wait, the higher the construction costs become. And, if you previously voted NO, please reconsider and send in your YES vote on the attached ballot.
This is an improvement to our HOA that is long overdue. Please vote YES today!

NOTICE TO HOMEOWNERS
We still need a lot of YES votes to enable the HOA Board of Directors to get a bank loan to install mail pedestals in place of the mail boxes we now have, which are falling apart. There will be no additional cost to homeowners for this project. There will be no increase in monthly dues and no special assessment to complete the project. The bank loan will help the HOA when we apply for the loan to re-asphalt our streets in a few years. And, the mail pedestals will increase the property values of our homes. If you previously voted NO, please fill out the attached ballot and mark it “Amended Ballot,” and send your YES vote to APM. Each week that we delay in getting the appropriate number of YES votes, makes the cost of the mail pedestals project increase.
Apparently, several people have refused to vote YES for the mail pedestals because they want the streets repaved first. The problems with this idea is money and time. The asphalt project will cost approximately $1 million. In addition to a bank loan, we will need a special assessment from each homeowner of approximately $8,000. So, start saving your money. The special assessment will not be able to be paid out in a payment plan. It will be due from every homeowner before the project is started.
The board has studied the asphalt project for the past three years, and the board obtained an engineering report on everything that needs to be done and how much it will cost. Each year costs go up. Also, remember that we will have to get all homeowners to vote YES on the asphalt project when it goes forward, or we will not be able to get a bank loan for that project.
SRP has notified the board of directors that it will be making changes to our transformers positioned around the property to take care of some possible fire issues with the internal wiring. SRP will be bringing the transformers, which were installed in the late 1970s, into the 21st century. This project will require SRP digging up sections of our property and having their heavy trucks on our property. The board does not feel that we can begin the asphalt project for our streets until after SRP has completed its project. SRP’s projection is that the project will be started in a couple of years. This will delay our getting our streets repaved.
Getting a bank loan for the mail pedestal project, and paying it off, will help the HOA’s credit with the bank when we apply for a loan for the asphalt project. The longer it takes us to get YES votes for the mail cage pedestal project, the more the project costs will increase. Remember, you will not have to pay any money for the mail pedestals, and it will increase our property values.
